The Digital Asset Task Force (DATF) continues to shape the regulatory discourse on virtual assets and their intersection with global security, anti-money laundering (AML), and counter-terrorist financing (CTF). The task force focuses on policy development, threat intelligence, and collaboration across sectors to address emerging risks related to virtual assets.

Key Contributions & Initiatives:

  1. Mercenaries & PMCs Using Virtual Assets: DATF experts provided critical evidence to policymakers on how mercenaries and related groups utilize virtual assets to fund operations.

  2. Stockholm Summit Presentation: Presented detailed findings on illicit uses of virtual assets and corresponding regulatory gaps.

  3. Atrocity Crime Financing Working Group: Launched a dedicated subgroup to explore how atrocity crimes are financed, including through digital assets.

  4. Sanctions Assistance Task Force: Created to advise on the application and limitations of sanctions in the context of virtual assets.

  5. Enhancement Proposals for FATF Recommendation 16: Proposed measures to strengthen regulatory frameworks for combating financial crime in virtual asset transactions (pending final approval).

  6. Emergency Crypto Room: Established a rapid-response group for policymakers and members to address urgent and ad hoc queries related to crypto.

  7. Monthly Meetings: Ongoing expert-led discussions to facilitate sector-wide intelligence sharing.

Offsite Engagements:

  • World Economic Forum (Geneva 2022/2024): Discussed illicit virtual asset use, blockchain interoperability, and policy gaps.

  • Interpol HQ Meeting (March 2025): Hosted a session focusing on compliance, collaboration, and operational best practices.

Key Deliverables:

  • Host Interpol meeting (Completed).

  • Publish final report on Recommendation 16 enhancements (In Progress).

  • Finalize and publish the Terms of Reference for the Atrocity Crime Financing WG.

  • Maintain monthly knowledge-sharing sessions.
